Setsuna (Japanese: セツナ Setsuna) is a character in Fire Emblem Fates. She is a Hoshidan archer and subordinate of Hinoka.

Biography

One of Hinoka's retainers, Setsuna is an absent-minded Hoshidan archer who is prone to falling into traps due to the lack of attention that she gives to her surroundings.

Setsuna appears in Beach Brawl and Royal Royale, where she appears in a team with Hinoka and Azama. In both chapters, her team can be selected to be played as, and will appear as enemies if they are not selected.

Analysis

This character analysis section may not be accurate to every player's experience.

Setsuna is the first Archer recruited in Birthright and the second one recruited in Revelation. She comes with fairly mediocre bases in both routes she joins in and her growths are rather balanced, mostly focused on speed and skill. Setsuna is rather unremarkable at base; as such, she is hard to level up without favoritism. Still, she can one-shot fliers in Chapter 11 of Birthright at base and can promote early in Revelation to help fix her bases. However, Setsuna's main use is her utility as a pair-up bot, granting a very high boost in speed. Setsuna joins with the skills Optimistic, Skill +2 and Quick Draw in Revelation. Optimistic is an okay skill for a frail unit like Setsuna, increasing the healing amount by 1.5x, but doesn't help her contribute much in combat as she will mostly be chipping away at enemies at a distance and try to avoid enemies due to being locked to 2 range. Skill +2 is useful in the earlygame to boost her raliability, but falls off later in the game. Quick Draw is a useful skill which helps to fix Setsuna's poor strength. Setsuna has the option between promoting into a Sniper or Kinshi Knight. Sniper mostly keeps Setsuna the same with improving her skill growth and allowing her to reach S rank in bows; Kinshi Knight gives her mostly useless access to lances and very valuable flying utility, granting her the ability to ferry units around which goes nicely with her aforementioned use as a pair-up bot. While she learns Certain Blow and Bowfaire as a Sniper, Certain Blow is often overkill as Setsuna has good enough skill to hit consistently and is only really useful against enemies with weapon triangle advantage over her. Bowfaire is an excellent skill that helps fix Setsuna's low strength. As a Kinshi Knight, she learns Air Superiority and Amaterasu. Air Superiority gives Setsuna more reliability and dodgetanking potential against flying enemies, while Amaterasu gives her a bit of healing utility, which isn't too useful as she will mostly be away from other player units due to her high movement and flying utility.

Setsuna is pretty bad in Birthright. She joins with mediocre bases, with a low base level of 3 in an enemy phase-heavy game such as Birthright. Because of the poor enemy quality, but high enemy quantities in Birthright, the lack of an enemy phase significantly hurts Setsuna; aside from picking off a few fliers, she will have a hard time securing kills and, consequently, a hard time gaining levels. Another issue is that Takumi joins only two chapters after Setsuna; he is significantly better than her in almost every way, besides resistance and speed, both of which are far easier to fix than Setsuna's problems. Revelation isn't much kinder to Setsuna as she comes with bad bases, and while she can early promote, it doesn't make her much more useful. Moreover, Takumi has been playable for much longer than Setsuna and has likely already promoted, as with much of the player's army by this point. Worse yet, both Leo and Xander join in the very next chapter, and both are significantly better than Setsuna. Setsuna's poor bases are a real shame; because enemies are significantly bulkier in Revelation, she could have had somewhat of a niche.

On the subject of reclassing, Setsuna can reclass into the Ninja class. While it does decrease her already low strength and bulk, it gives her a reliable 1-2 range, which is a rarity in Fates and therefore makes it a good class for her. She can also promote into a Master Ninja; her low strength won't be an issue due to the combination of Shurikenfaire, Poison Strike, the debuffing effect of shuriken and the ability to proc Lethality, not to mention Locktouch giving her additional utility. Mechanist does keep Setsuna's bow rank and grants her access to the very valuable skill Replicate, but Master Ninja is considered the superior choice overall.

Overall, Setsuna isn't a very good unit in either route she's in. She suffers from low bases, poorly distributed growths, lack of an enemy phase and competition that outlcasses her few niches. She can be useful by reclassing her into a Ninja or using her as a pair-up bot, but aside from that, she isn't worth deploying most of the time.

Here’s Setsuna, an archer from Hoshido! She’s calm and quiet, and can often get lost in her own little world.

Working alongside Azama, she serves Hinoka, one of the Hoshidan princesses. That said, Setsuna and Hinoka have a rather unusual professional relationship. Setsuna often goes to sleep before Hinoka does, and she even borrows money from her master when out shopping.

Perhaps it’s because of her absent-minded nature, but Setsuna also has a tendency to walk straight into traps. Now that I think of it, I think I’ve seen her ensnared in some kind of trap more often than not.

Setsuna might be a bit of an eccentric, but her skill with a bow is the real deal. I think she’ll do great things for us here in Askr—as long as she remembers to watch her footing!
