Panic Ploy (Japanese: 恐慌の奇策 Panic Ploy) is a three-tiered passive type C skill which debuted in Fire Emblem Heroes; the individual tiers of the skill are known as Panic Ploy 1, Panic Ploy 2, and Panic Ploy 3 in order from lowest to highest. Panic Ploy turns bonuses into penalties on foes in cardinal directions of the user with sufficiently less HP; the HP difference required to decreases with the skill's tier.
