Fire Emblem Engage

Surge (Japanese: サージ Surge) is a tome introduced in Fire Emblem Engage. A low-level tome, it is one of the first tomes in the series to be usable only at melee range. In exchange for its inability to attack at a distance, it is guaranteed to land a hit, and is slightly more powerful than its peers. Surge shares both distinctions only with its upgraded counterpart, Elsurge.
