An investigator belonging to the Documents Division of the Galactic Federation Police's Earth Branch. Though quick to anger, he is also full with passion and a sense of justice. Under his senior's suggestion, he joined the Galactic Federation Police, where he was exposed to high amounts of Emorgy and gained the ability to travel between dimensions. Based on Multiverse Earth Α0073, he travels between dimensions whenever Emorgy-related incidents occur and performs investigations with other Gavans.

• Afraid of Needles: Even though his fearless fighting is what got the fear-based Kunai to warm up, Reiji is revealed to be trypanophobic in #11 when Hatsune tries to inject him with a comically-large syringe to learn about his powers.

His predecessor and Arch-Enemy, Death Gavan, is aware of this fact, and attempts to goad him into giving in and using its power.
• Dimensional Traveler: His exposure to Emorgy gave him the ability to travel across worlds. #7 reveals that he was blasted with an overflow of Emorgy by an unknown source later revealed to be Aza Zorth's power, giving him some type of affliction that is known as "Yami Makuruu".
• Dark and Troubled Past: Reiji was estranged from his parents as a young boy, spending his life on the streets with friends in similar situations. Though he found a Parental Substitute in the form of Taito Gato, his mentor was later killed off, leaving him alone and angry.
• Dude, Where's My Respect?: Defied. With the need to keep the Documents Division's true purpose a secret, he isn't bothered by the WaniPat duo getting credit for his collars, partially because it saves him the trouble of having to explain why a supposed desk jockey is going around constantly arresting criminals. That said, he does get annoyed by them because of their showboating and disrespect towards him.
• Enlightened Self-Interest: As he wants information about his master's death and who Death Gavan is working for, Reiji has ethical and practical reasons for opposing Kunai wanting to kill Mikage.
• Fatal Flaw: Reiji has a bad habit of leaping before he looks and acting on his emotions. He's fully aware of this and it's partially why he usually tries to keep a lid on his feelings.
• Establishing Character Moment: Reiji is introduced already in Emorgy criminal Goto's escape route despite the latter succesfully evaded Rikiya and PatRun. Despite Goto siccing his gang onto him, Reiji makes quick work of them before catching up to Goto and finally immobilizing him to retrieve his Nega Emorgear, but had to back away when Rikiya and PatRun show up Stealing the Credit for the arrest, establishing he has to maintain a Hidden Badass front due to his Documents Division's status as an Almighty Janitor department.
• Graceful Loser: While Reiji is proud to be Gavan, not having the title wouldn't stop him from not doing what he believes in, so if a better candidate emerges, including PatRun he'll gladly step down.
• Here We Go Again!: When Setsuna holds a wooden sword to Reiji's throat and demands answers, Reiji's reaction makes it clear this is how things typically go for him.
• Hot-Blooded: Downplayed. While incredibly passionate, he's usually pretty genial and even-tempered, with his temper flaring up when he's fighting as Gavan Infinity.
• Irony: You would think the person chosen by the Emorgear that represents rage would be at best a Jerk with a Heart of Gold and at worst just a Jerkass, but Reiji is a Nice Guy and is surprisingly great at controlling its temper.
• I Was Never Here: He makes sure to give Wanbuchi and PatRun credit when he takes down criminals, making sure they leave out that he was there at all.

While Reiji is a Nice Guy, but even he only has so much patience for Rikiya and PatRun constantly insulting the Documents Division combined with their high and mighty attitudes. They are the only two that he gets visibly annoyed by, to the point where Daisuke has to calm him down before he does anything regrettable, though their relationship later softens.
• Jurisdiction Friction:
  • Reiji and Setsuna initially clash due to the latter questioning how there's a second Gavan running around, given that there's only supposed to be one per universe, with Setsuna even attempting to arrest Reiji. They quickly bury the hatchet however, and team up to destroy Karasumaro's Nega Emorgear operation, and become allies following the case.
  • This later happens again, this time with Kunai, when the latter is ordered to execute Tesshin Mikage. Reiji refuses to let him do it, both because of his refusal to kill even criminals and because he still needed to interrogate Mikage about his master, and the result is him clashing with Kunai, giving Mikage the opportunity to escape.
• Meaningful Name: His name is the romanization of the word "Rage", tying to his anger-based powers. His family name "Doki" also serves as the onomatopoeia for a heartbeat, fitting for a warrior using the power of emotions.
• Nice Guy: Reiji is usually genial towards most people, which includes some criminals. The sole exceptions to this are WaniPat because of their condescending and egoistical attitudes, with Reiji expressing overt irritation whenever he interacts with them.
• Obfuscating Stupidity: Reiji tends to play up the clumsiness and ignorance to cover up the true role of the Documents Divisions and his own role as Gavan Infinity.
• Phlebotinum Rebel: Emorgear Yukkaida discovered during its expedition that the source of Reiji's power to transcend dimensions is Aza Zorth itself, meaning Reiji has been using evil powers to stop evil in other dimensions. It's later revealed that the Supreme Council is not only aware of this fact, but lets Reiji bend the rules in order to lure out Death Gavan.

The Special Attack Force captain of the Galactic Federation Police's Public Order Maintenance Headquarters in Multiverse Earth Λ8018. Originally hailing from the planet Boremos, Setsuna is a robotic swordsman created thousands of years ago, equipped with the ability of self-repair. Quiet and honorable, Setsuna grew interested in human emotions and learned how to make facial expressions, but cannot cry because he is not equipped with that function.

• Antiquated Linguistics: Befitting his Really 700 Years Old status, Setsuna speaks in an archaic form of Japanese.
• Brainwashed and Crazy: In #8, Setsuna is reprogrammed by fellow android 999, and is forced to fight against Reiji until the latter uses Emorgear Scutt to restore him.
• Brooding Boy, Gentle Girl: The emotionless, stoic, vacant Brooding Boy to AGI's cheerful, excited, happy-go-lucky Gentle Girl.
• By-the-Book Cop: Despite wanting to use his powers for his own will, he is a strict rule-follower and follows the orders of his superiors regardless of what he wants. That said, he is willing to bend the rules if the situation has escalated.
• Dark and Troubled Past: Setsuna's doubts of himself suggest that he was built as a Robot Soldier that must obey all of his creator's commands, before being abandoned to wander the galaxy alone in favor of a newer model until Rui found him.

• 10-Minute Retirement: Kiki temporarily gives up the mantle of Gavan Luminous when Koto takes on the power to save her partner's life, in exchange for Kiki losing her memories of being Gavan. • Absent-Minded Professor: Kiki can easily get distracted, even during investigations. This is best shown in #3, where during her investigation with Koto, she starts talking with her best friend about what should they eat when they're done.
• Action Girl: A given, since she is her Earth's Gavan and is the most heavily armed out of the trio. That said, Koto tends to do most of the heavy lifting due to her lower fighting capabilities outside of her suit.

• Blow You Away: The core tennant of the Kazanami Style is to become one with the wind and nature like a wave^note 風波流/'Kazanami-ryū' literally translates to "Wind and Waves Style" and all its ninjutsu are applications derived from this teaching. Even Kunai's ability to jump dimensions is his own interpretation of this concept taken to its logical extreme, assimilating himself with the wind and expanding until he occupies the entire universe, allowing him to pass into another Cosmo Layer.
• Bunny-Ears Lawyer: On the "bunny ears" side, he's obsessed with going through walls instead of doors due to it feeling good, which everyone else sees as plain weird. On the "lawyer" side, well, he's both a Gavan and a Ninja, and can combat you directly as well as messing you up if he feels like it.
• Dimensional Traveler: Much like Reiji, he is also capable of traveling between dimensions. In his case, it's a natural ability of the Kazanami style, rather than something that was inflicted on him as was the case with Reiji.
• Fetishes Are Weird: His obsession with walls is described as a legitimate attraction in supplementary material, and Reiji is thoroughly creeped out when he walks in on Kunai (and Daisuke, who have been dragged along by him to partake on his wall fantasies) slobbering over one in Supplementary Investigation.

• 24-Hour Armor: Death Gavan is rarely seen outside his armor. Justified as he usually operates from Maque Space, where he can only survive while transformed. #9 shows him out of suit for the first time, but his face is obscured by light and he quickly walks away. #14 makes the first time he's seen out of suit.
• Above Good and Evil: Mikage considers himself to be this, with his ultimate goal freeing humanity from both the Supreme Council and Aza Zorth. To that effect, he uses both the power of Gavan granted by the Supreme Council and empowers himself with Aza Zorth's abilities. In practice, however, his plans only end up causing harm to other people by virtue of helping cultivate Aza Zorth's cult.
• Actor Allusion: Tesshin's outfit, and transformation poses, are clear references to his previous role as Rei Suzumura.

However, the truth is, Mikage is using him for whatever he wants to do with humanity, since Aza Zorth is also a mindless being who doesn't have the capacity to create any plots.

Subverted, since Aza Zorth is nothing but an entity of pure evil without thoughts, so if anything, it is the Heavy to Death Gavan.
• Hero's Evil Predecessor: #7 reveals that Death Gavan was once the previous Gavan of Α0073 named Gavan Destiny before betraying the Galactic Federation Police.

After learning that Reiji has Yamimakuuru, he starts to persuade him into using this power and submitting to Aza Zorth. He also used to be a member of the Galactic Federation Police before betraying them, similarly to Satan being a Fallen Angel. Also consider that the episode unveiling him also has Gato talking up Gavans as guardian dieties.
• Uncertain Doom: When Reiji finishes him off in the final episode while he's controlled by Aza Zorth, Mikage disappears without a trace, leaving it ambiguous as to whether he died or was taken somewhere else. The latter seems to be the truth, since the Narrator states at the end of the episode that the case involving him went cold.
• Visionary Villain: Whatever his end goal is, he sees himself as pursuing some deeper truth While Aza Zorth is thought to be this truth, he turns out to be seeking something even deeper:

• Broken Faceplate: The left side of his helmet and chest plate are broken, revealing exposed circuitry. Death Gavan broke them intentionally to modify his suit and allow him to use Nega Emorgears.

Emorgears come in two types: Gavan-Compatible, which allow the Gavans to transform, and Ability-Manifestation, which allow them to use abilities related to the emotions the Emorgears represent. There are also giant Emorgear-like mini spaceships that serve as heads for Cosmo Gavarion's many assault formations.

• Brainwashed and Crazy: The Nega Emorgears allows the user to control and empower anyone, including the GFP's forces. turning them into their temporary minions to deal with the Gavans.
• Dark Is Evil: The Nega Emorgears used by Emorgy Criminals are black instead of silver.

  • "Kiigu", a Written Sound Effect for the Japanese equivalent of "eek", contains the Alternate Character Reading of Oni, ki. As such this is represented by the Emorgear having two tiny oni horns.
  • Kunai tells it to "wake up" when he activates it in #10, since Reiji put it to sleep earlier that episode with Emorgear Tsumanna. The Emogear's puzzled then shocked reaction to being activated alludes to a person being scared awake.

In even greater emergencies, Vigiles can invoke Code A and launch the Gavarion without consulting the commander first.
• Mythology Gag: It’s being both the Transformation Trinket and a Cool Ship are a reimagining of how the original Space Sheriff’s transformed through their own ships.

Reiji's best friend and former classmate at the police academy. Calm and gentle, he's the polar opposite of Reiji and one of the few who can calm him down. As the head of the Documents Division, he supports Reiji in his investigations, and was the one who discovered the existence of a multiverse. He wishes to be able to roam the Multiverse Earths freely like Reiji.

• Ascended Fanboy: A variation. Daisuke wishes he was able to travel to other Cosmo Layers and help Reiji, and gets his wish granted in #22 thanks to Hatsune creating a device that imbues people with Yamimakuuru.
• Affectionate Nickname: Reiji calls him "Taisa", the Japanese word for Colonel. #7 reveals that it comes from an Alternate Character Reading of his name (大佐).
• Badass Normal: Because of his inability to withstand other Cosmo Layers' environments, Daisuke fighting by Reiji's side is a rare sight. In #7 they get to fight together for the first time in the series and display amazing coordination and teamwork.
• Bromantic Foil: The level-headed best friend and Mission Control to the Hot-Blooded Reiji.
• Empowered Badass Normal: Downplayed, but in #22 Hatsune grants him the power to cross dimensions by using her device to attune him with Yukkaida, letting him join Reiji in taking to the field if needed.
• Mission Control: Unlike Reiji who can use his Dimensional Traveler powers to visit the Multiverse Earths and AGI who can reform herself into other forms to do likewise, Daisuke stays behind on the Cosmo Gavarion and watches over Gavan Infinity's operations. It's shown in #7 that he can't survive other Earths' atmospheres, unlike Reiji (who has Required Secondary Powers to do so) and AGI (who's an AI that doesn't need much in the way of protection).
• Not So Above It All: He gets a moment in #1 when the division heads for Earth Λ8018, expressing excitement at the pink Earth, only to get kindly corrected when AGI reveals the pink to be negative waves surrounding the planet.
• Red Oni, Blue Oni: Daisuke functions as the Blue to Reiji's Red. While Reiji is passionate to the point of being Hot-Blooded at times, Daisuke is levelheaded and somewhat reserved.

AGI, full name Artificial General Intelligence, is an autonomous AI assistant created by Daisuke Date, and is good at anticipating his and Reiji's thoughts. While she has a human appearance, she can separate the particles of her body for infiltration missions when needed.

• Brooding Boy, Gentle Girl: The cheerful, excited, happy-go-lucky Gentle Girl to Setsuna's emotionless, stoic, vacant Brooding Boy.
• Catchphrase:
  • "That's just how the chief made me", whenever Daisuke praises her for her special features.
  • "Gyabai!"^note A combination of "Gavan" and "yabai" (やばい). Yabai literally means "bad" but is often used as slang for "cool" whenever something gets her excited.
• Defrosting Ice Queen: When she was first built, AGI was slow and stoic, justifiably so since she's a robot, but she smiled for the first time when she met Reiji, and sice then become the cheerful robot we know today.
• Foil: She's one to Setsuna, both of them being Ridiculously Human Robots. While Setsuna was built as a Robot Soldier that was initially unable to feel any emotions, AGI is much more expressive and was built for Mission Control.
• Hard Light: Through an ability called "Laser Conversion", AGI can separate and reform herself into various forms as necessary for missions. Justified, given that she's actually an AI assistant who has taken on a human form.
• Iconic Item: Her earring, which she presses to activate her Laser Conversion.
• Lethal Chef: The sixth Off-Duty Gavan short reveals her to be a terrible chef when she makes Rikiya a meal consisting of vegetables, chocolate, crushed bugs and unidentified powders.
• Mrs. Exposition: AGI is the one explaining new concepts to the viewers through a segment that she dubs "AGI's One Point!"
• Origins Episode: The 17th Off-Duty Gavan episode details AGI's creation, and reveals that Daisuke built her not only to help him in other Cosmo Layers (since he can't go there himself), but also to provide moral support.

Known together as WaniPat, Rikiya and PatRun are a duo of elite investigators of the First Investigative Division of the Galactic Federation Police's Earth Branch. They are proud of their division and look down on the Documents Division, unaware of their true purpose. They used to be Reiji and Daisuke's classmates at the police academy.

• Big Eater: In #4, PatRun downs in seconds a meal Rikiya was going to give to a suspect he was interrogating, and refuses to share what remained of it with him.
• Contrived Coincidence: From their perspective, Reiji always seems to end up at a crime scene.
• Didn't Think This Through: Wanibuchi and PatRun are always happy to take credit for Reiji's busts, never occurring to them that it's odd or to question why a glorified records clerk keeps happening to always be at the center of a crime and doesn't want any credit or his name on the reports.
• Dude, Where's My Respect?: Despite being very proud of their "elite" position, they are miffed that they're Locked Out of the Loop whenever the top brass are scrambling to approve Cosmo Gavarion's transformation to Assault Mode.
• Everyone Has Standards: Even though they dislike the Documents Division and look down on them, WaniPat are horrified when Death Gavan attacks them in #7 and call for medical help to save Daisuke's life. The incident also marked the beginning of them warming up to the division.
• Hates Being Nicknamed: They dislike being called WaniPat by Reiji despite it being an abbreviation of their names. It's hard to blame them, since this name roughly translates to "Crocodile Cops".
• Hidden Depths: Despite his bumbling appeareance, it's revealed PatRun was in the running to be the next canidate to be Gavan along side Reiji and manged to pass the notoriously difficult first and second round test twice, with it revealed he had a higher overall score than Reiji.
• Irony: When after the Hellbomber, PatRun has to choose between keeping a vital clue to himself, getting all the credit, but risking the lives of his fellow officers, or telling Reiji, but not getting all the credit, taking PatRun further from his goal of becoming Gavan. Since part of the title of Gavan is being The Paragon, choosing to go it alone would have been the antithesis of Gavan, even if it would have allowed PatRun to get closer to his goal, while the path he choose, placing lives over personal glory, shows that, if the day comes when he becomes Gavan, he is someone worthy of the title.
• Lawman Baton: Though he doesn't use it often, PatRun owns a police baton. #15 shows that if there's one thing he's better at than Reiji, it's handling a baton.
• Locked Out of the Loop:
  • They are unaware that the Documents Division they keep mocking goes on much more important missions than sorting documents. Being often surprised to find Reiji at an active crime scene instead of doing documenting like he's "supposed to", it's likely they aren't aware he's Gavan Infinity as well. That being said, it seems that between the both of them, only PatRun knows that Reiji is Gavan Infinity. #14 reveals that PatRun always knew that Reiji is Gavan because he lost to him in the exams that qualified him as Gavan.
  • Wanibuchi and PatRun are often taken off-guard by the top brass authorizing Cosmo Gavarion's Assault Mode deployment, unaware that the Documents Division they mock request to do so to deal with powerful threats.
• Mechanical Lifeforms: PatRun looks like a robot, but is actually an alien from Planet Hyakuto.
• Small Name, Big Ego: They like to think of themselves as hotshot investigators who are just waiting for the right moment to prove themselves. In reality, the two of them are klutzy, bumbling, and deeply unremarkable within the agency because of their tendency to take credit for Reiji's arrests, although in PatRun's case, as someone qualified enough to do the tests to become Gavan and pass the first test to do so twice, something most of the GFP's members claim to be hard to pass gives him some merit, as well having experience in combat to back it up.
• Those Two Guys: A klutzy, bumbling duo who are almost never seen without each other, while constantly laughing at the Documents Division through their low opinion of them.
• Token Non-Human: PatRun is the only member of the GFP's Earth Branch to not be a human (or in AGI's case, look like one).
• Took a Level in Kindness: After Death Gavan makes himself known and Rikiya and PatRun witness Reiji and Daisuke's struggle against him, they begin looking differently at the Documents Division and warm up to them. In the end of #7 they even hang out with Reiji, Daisuke and AGI.

The head of the Security Bureau of the Earth Branch of the Galactic Federation Police. A truly mysterious man, he was involved in the founding of the Documents Division and continues to support its investigations.

• Da Chief: While Karel is not the highest-ranking member of the Galactic Federal Police's Earth Branch, he's in charge of its Documents Division and is the one sending them on Emorgy-related investigations.
• Dreaming of Things to Come: He has a dream in the very beginning of the story of a group of Gavans joining forces to take an unknown enemy. Turns out, he was dreaming of the start of the Aza Zorth invasion and the joining of the various Gavans against them.
• God Was My Co-Pilot: Just like the Supreme Chancellor, he's also part of the Superior Dimension, tasked with watching over the multiple Earths.
• Going Native: The Supreme Chancellor calls out Karel for having grown fond of Reiji and thus resistant to preserving the Balance Between Good and Evil, though Karel defends himself by vouching for Reiji's character.
• Mythology Gag: His middle name of Qom is shared with Commander Qom, the original superior to Gavan, Sharivan, and Shaider.

• Ambiguously Human: He somehow appears in Koto's mind when she decides to become Gavan Luminous instead of an injured Kiki. When he does, he tells her that some kind of a dimensional force is involved with choosing Gavans, suggesting that he's more than just a police member. It later turns out he's part of the Higher Dimension that appears in a human form to speak with humans.
• God Is Flawed: One of the Gavans he selected is Gavan Destiny, who ended up misusing his powers for evil purposes and tarnishing the name of Gavan. He also doesn't understand humanity and thinks that Reiji could easily be influenced by Mikage and Aza Zorth, even though it's clear that Reiji wants to stop both of them.
• Greater-Scope Paragon: He's the highest-ranking Galactic Federal Police officer that we know of, and only supports the Gavans by giving the final approval for Cosmo Gavarion's transformation when needed. It's Played With since the only reason he did that was to keep using Infinity for luring Death Gavan out in the open, but he does want to stop him and Aza Zorth. He laters turns out to be a figure of an even greater scope - the human avatar of the Higher Dimension.
• Old Shame: He is very regretful about failing to stop Mikage from becoming Death Gavan, and tries to make sure Reiji won't become another traitor.
• Poor Communication Kills: When Koto asks him to replace Kiki as Gavan when she's shot, he tells her that by doing so, Gavan's memories will be erased. He says so in a manner that doesn't make it clear whether it's Koto or Kiki's memories that will disappear. Koto is willing to sacrifice her memories for her dearest friend, and is terrified to learn that the exact opposite has happened.

• The Rival: He and Vigiles share the rank and seem to be on bad blood.
• Sheep in Sheep's Clothing: When he's introduced alongside Himuro he's hinted to be a sinister figure, given his attitude towards Karel and the Documents Division. As it turns out, however, he's firmly a good guy, if one with a dismissive attitude towards people and their emotions.Subverted in the finale, where he's revealed to be an Aza Zorth spy.
• Straw Vulcan: In #21 he states that humanity's emotions have gotten the best of it, pointing to it as the cause of the Nega Emorgear proliferation.
  "Emotions can be quite the thorn, aren't they? Maybe the Earth brought this upon itself, what with its excess of emotion."

• Cardboard Prison: Himuro manages to escape from prison shortly after being outed as an Aza Zorth cultist, with Warren implied to have had a hand in freeing him.
• The Mole: Turns out to be part of Aza Zorth's cult. To make matters worse, he's the last person before the Supreme Chancellor to give his approval for transforming Cosmo Gavarion into its assault form. Him not doing so forces WaniPat to barge in his office, knock him out and use his fingerprint to give the approval.

The commander of the Galactic Federation Police's Public Order Maintenance Headquarters of Multiverse Earth Λ8018. Known as "Fullmetal Ammo", she has singlehandedly taken down numerous criminal organizations. Calm and confident, she's Setsuna's superior, sporting an uncanny resemblance to the woman who gave him his name.

• Action Girl: Rui is more than capable of handling threats on her own, having taken down numerous criminal organizations during her tenure.
• All of the Other Reindeer: Downplayed. As respected as a commander as she is, #5 reveals that there's plenty of distain surrounding her. A couple of officers are shown saying that she deserved to get captured by Medel for being apparently too stuck-up for her own good.
• Badass Normal: She may be a regular human and not a Gavan, but by the time of the series start she's caught so many high value targets and take down so many criminal operations she been given the title "Fullmetal Ammo".
• Disappointed by the Motive: Rui originally thought Medel was connect to the Emorgear crime ring, and is less than impressed after finding out that he is just a petty thief.
• The Dreaded: She's feared by criminals, having arrested lots of high priority law offenders and toppled multiple criminal organizations throughout her law enforcement career, and is a source of jealousy among other members of the Public Order Maintenance for her feats. Even Reiji gets scared of her when he's formally introduced to her in #5.
• Identical Stranger: Rui looks exactly like the woman who gave Setsuna his name and told him he should live for himself.
• Not So Above It All:
  • While Rui usually puts on a stern front, it fades away whenever she enjoys her favorite cider energy drink.
  • She's shown to be rather excited at meeting another Gavan, wanting to interrogate Reiji at the end of #5.
• Reasonable Authority Figure: When Setsuna didn't bring Reiji to her after their first meeting, she doesn't punish Setsuna or even get angry about it, simply telling him to have them meet next time Reiji show up. Later when Setsuna comes to rescue her, but disobeyed orders by doing so, she's grateful and tells him she'll take responsibilty for his actions, and tells him to continue acting as he sees fit.
• Red Baron: She's known as "Fullmetal Ammo" to both the GFP and criminals alike due to her tough-as-nails attitude and unwavering dedication to justice.
  Setsuna: She's renowned for having dismantled organized criminal organizations beyond number. She is driven by the will of justice, piercing through the wicked like a steel bullet. Hence, "Fullmetal Ammo". It is a title bestowed by criminals that fear her.
• Smug Snake: Defied; Rui's co-workers voice the opinion that she's let her success and reputation go to her head, but Reiji's belief it's just petty jealousy seem accurate, as Rui is never seen claiming that being the "Fullmetal Ammo" makes her better than others or acting superior to her colleagues.
• Stronger Than They Look: She hurts Reiji's shoulder by simply patting it after meeting him in #5..
• Supporting Leader: While she is the commander of the Public Order Maintainance HQ, it's Setsuna that is given the primary focus.
• Trademark Favorite Drink: She loves cider energy drinks from the brand "Yozuki Drink", usually chugging down a can of it after catching a criminal. Her cider habit attracts the Emorgear Scutt, which represents refreshment.
• What the Hell, Hero?: Very downplayed. She doesn't really chew Setsuna out for not bringing Reiji in, but does voice her displeasure and firmly tells Setsuna to make sure she can meet Reiji next time he shows up.

Kotobuki Takanari/Space Sheriff Gavan Luminous II

Portrayed by: Lana Tanida (live), Nanako Sakai (suit)

Kiki's investigation partner. Skilled and active, she excels in weapon handling and martial arts. She's Kiki's best friend since high school and is the straight woman to her laid-back friend.

• Affectionate Nickname: Kiki calls her Koto.
• Badass Normal: Despite not being a Gavan, she's incredibly capable at fighting as any other Gavan.
• Brains and Brawn: She serves as the "Brawn" to Kiki's "Brain". While Kiki handles most of the investigative work, Koto is the one doing most of the fighting as Kiki has lower fighting capabilities outside of her suit. This becomes more pronounced after Kiki loses her memories and the Gavan Luminous name.
• Clingy Jealous Girl: A variant. Koto is too overprotective of her partnership with Kiki, to the point she tackles Reiji when the two begin to show some chemistry together. When she loses it due to Kiki forgetting everything about Koto, she is utterly and completely devastated.
• Cloudcuckoolander's Minder: Is described to be one to Kiki, making sure that she stays on track with investigations instead of wandering off to think about other things.
• Deuteragonist: In comparison to other Gavans' allies, Koto receives as much focus as Kiki in episodes starring them, and appears with her Gavan friend on official materials. In fact, in episode 13, Kunai states she and Kiki are like a "Two-in-One Gavan". Fittingly, she becomes the new Gavan Luminous after an incident where Kiki is unable to fight.
• Expy: As the action-oriented counterpart to a Space Sheriff who doesn't do much fighting, Koto is this show's answer to Annie. Though this becomes downplayed after she replaces Kiki as Gavan Luminous.
• Irony: While the more action-oriented Koto is in the role of assistant, the more lab-oriented Kiki is the one who transforms into the Gavan of their world. Subverted after Koto becomes Gavan Luminous and Kiki loses all memories.
• Japanese Delinquents: Koto apparently used to be a troublemaker in her school days, with the only classes she passed with good grades being P.E. and home economics, but she grew out of it after joining the Galactic Federation Police.
• Mirror Character: She's essentially Kiki's counterpart to Daisuke as her long-time best friend who assists her in missions and keeps her behaviour in check. The difference is that, while Daisuke is the more level-headed and calm part of the pair who acts near-exclusively as Mission Control, Koto is the strong-headed one and takes part in the action directly.
• Power at a Price: In a desperate attempt to save Kiki's life, Koto manages to succeed her as the second Gavan Luminous. However, it came at the price of Kiki losing her memories of the both of them together.

• Elite Mook: When Lulugie equips him with weapons with Nega Emorgear Kofunger, he gains a golden mask as opposed to the white ones worn by Bai Akube's standard Mooks.

Reiji's senior. He used to be a previous Space Sheriff Gavan, and encouraged Reiji to succeed him and become Gavan Infinity.

• Mentor Occupational Hazard: A flashback from Reiji's past shows that he was either killed or went missing in action before the events of the series. #3 confirms that he was killed due to unknown circumstances, with Carel thinking that it has something to do with the distribution of Nega Emorgears.
• Posthumous Character: Taito died three years prior to the events of the series, appearing through flashbacks instead.
• Posthumous Character: He became one to Reiji ever since first met.
• Precursor Heroes: Taito used to be a Gavan with currently unknown name and appearance, preceeding Gavan Destiny and Gavan Infinity.

• Big Damn Heroes: After Reiji convinces her that she can be helpful by doing her own thing instead of trying to be as skilled as Mikuro, Shoko helps the Documents Division out by providing them a Gavarion Drill to use against Shinji Daichi's Grand Earth.
• The Load: Shoko feels like she is this to Mikuro, that she can't properly support him as a partner should.
• Support Party Member: Since Mikuro is an ant, Shoko needs to carry and use the Gavarion Trigger for him to transform.

• Humans Are the Real Monsters: With the exception of No.25, who's a sentient AI, The Emorgy Criminals are humans and Human Aliens that orchestrate their crimes and abuse the power of Emorgears, with the Emons merely being mindless products of their negative emotions. This is played with somewhat however by many of the criminals being Anti Villains.
• Mooks: Many Emorgy Criminals are accompanied by their costumed henchmen, or brainwash other people into becoming ones.
• Villain of the Week: Together with the Emons created by them, they're the many criminals fought by the Gavans Once an Episode.

• Human Alien: Goto is an alien from planet Bodoro.
• Meaningful Name: Goto is the Japanese word for robbery, and his homeplanet Bodoro is an anagram of the Japanese word Dorobo, which means thief.
• Starter Villain: Is the first Emorgy Criminal fought by Reiji on screen.

• Anti-Villain: He only wants to free the general public from the oppression of his Earth's corrupt government, but his convictions have blinded him to the costs brought on by his actions.
• Even Evil Has Loved Ones: While Hitoshi initially dismisses his sister's pleas to stop, even when she's caught in the line of his rebels' fire, he's touched by her words when Reiji reminds him of her.
• Evil Is Not a Toy: He uses a Nega Emorgear to mount a rebellion against the oppressive leadership of his Earth and free the general populace from the injustice inflicted on them, though it soon becomes clear that he didn't anticipate it to become an Emons and wreak havoc.
• Knight Templar: Hitoshi believes that his rebellion is justified against the oppression and exploitation of his Earth's world leaders, even though the actions of his resistance group did more harm than good.
• La Résistance: Hitoshi forms a resistance group to oppose Λ8018's corrupt leadership.
• Villainous BSoD: Hitoshi stops moving after Reiji tells him that his actions hurt his sister both physically and emotionally, and doesn't respond even when Setsuna and his team arrest him.

• Actor Allusion: Karasumaro's right hand arm is a reference to Miyashita's most famous role, Yusei Fudo of Yu-Gi-Oh! 5D's, specifically his powerful right-armed secondary ace Monster, Junk Warrior.
• Ambiguously Human: He looks human, but the fact that he can survive in Makuu Space unarmed (save for his right arm) suggests he isn't, as normal humans would be torn apart by its Negative Space Wedgie. So he may be a human-like alien, or he had an alternate means of protection since when the cuffs were slapped on him, we see a sort of aura around him shattering (possibly a forcefield that dampens the effects of Makuu Space).
• Artificial Limbs: Karasumaro wears a mechanical armor over his right arm, which enhances its strength. In #20 he's given one for his other hand, as well as a matching helmet.
• The Bus Came Back: Death Gavan breaks him out of jail in #20.
• Co-Dragons: He and Lulugie become high-ranking commanders in Death Gavan and Aza Zorth's cult. They are later joined by Miya Sakaura.

• Never My Fault: Believes that all the destruction caused by Emorgears are on his buyers and he bears no responsibility.
• Minor Crime Reveals Major Plot: Karasumaro's unusual knowledge of Emorgears and Makuu Space ends up revealing to the Galactic Federal Police that he and other Emorgear Criminals have been backed by a Dimensional Traveler, whose identity is soon revealed in #7.
• Only in It for the Money: Karasumaro cares nothing about Death Gavan's long term goals or the lives Emorgears destroy, only the profit the deal brings him.
• Smart Ball: When being questioned by Setsuna, Karasumaro refuses to incriminate himself, won't say anything more until he gets an attorney, and keeps his mouth shut.

• Human Alien: Densu is an alien with a human appearance, as evident from the mark on his cheek and his ownership of the alien Tama.
• Heel Realization: After Kiki arrests him and tells him that Tama wouldn't want him to be consumed by revenge, Densu is moved and surrenders his Nega Emorgear to her.
• Tragic Keepsake: The only thing left from Tama are its fangs, which Densu uses to create Emons Tamashii.
• Tragic Villain: Tama's death at the hands of a pair of poachers led to Densu becoming a criminal.

• Arch-Enemy: To Mikuro Arimoto, who arrested him 3 years ago.
• Bad Boss: He shows little care to the thieves under his command, and leaves them to fight Reiji alone while he advances his plans.
• Meaningful Name: His name translates to "Deep within Earth", tying to his goal of controlling it from underground.

• The Collector: Medel is obsessed with swords, having collected 998 of them before setting his sight on Setsuna's Gavarion Blades.
• Evil Is Hammy: Acts more like a theatrical performer than a criminal, befitting his unique appearance and hobby of collecting swords.
• Meaningful Name: Medel's given name means "To Cherish" in Japanese, tying to his possession of the heartthrob themed Nega Emorgear Tokimeki, and Katana is the Japanese word for sword. Together they reference his obsession with swords.
• Motive Misidentification: His kidnapping of Rui makes it seem like he's either trying to forcibly date her (given his Tokimeki Nega Emorgear) or to scare the Public Order Maintenance, if not both. Even Rui is disappointed that he's simply a sword-obsessed collector who only kidnapped her to lure Setsuna into surrendering his Gavarion Blades to him.
• Prehensile Hair: Medel can extend his hair, use it to carry swords from his collection and tie people up with strands of it. It becomes such a big problem that Setsuna has to use a finisher just to freeze and cut his hair.

• Commonality Connection: The reason Fade is willing to help Yowaki with his asteroid predicament is that both of them live with grandmothers that they cherish.
• Crippling Overspecialization: While not completely useless, Fade often call in Kiki and Koto, because by his own admittance, the skill set of phantom thief isn't really suited fighting monsters or stopping meteors.
• Everyone Has Standards: Once Fade understands the true situation with his client and his family, he chooses to only take the jewels back and let Fuware and Em return to Fuware's home planet.
• Friendly Enemy: While he's a recurring antagonist for Kiki and Koto, he is on better terms with them than most Emorgy Criminals, even willing to ask for their help if needed.
• A Lighter Shade of Black: True to form for a Phantom Thief, he seems like a nicer person than the other Emorgy Criminals. Notably, his Emorgear is one which doesn't unleash Nega Energy when used, and he uses the (real) jewels he recovered to give the mother and the child he meets a spaceship to travel back home.
• My Card: Fade leaves a card after each of his robberies. Kiki and Koto have collected at least ten of them before finally tracking him down.
• Phantom Thief: Fade's whole thing is going after treasures or helping other people for a bounty without hurting anyone uninvolved unless they get in his way.

• Small Role, Big Impact: Dreamer is ultimately a small-time Emorgy Criminal whose involvement nevertheless presages Death Gavan making himself known to Reiji.

• Blood Knight: 999's goal is to reduce Setsuna to the Robot Soldier he was intended to be and continue the war on planet Webber by his side, even though it ended years ago.
• Cold Sniper: Subverted. 999 positions himself as an emotionless killing machine, but his desire to restore his previous dynamic with Setsuna proves he's not as emotionless as he likes to think.
• Fantastic Racism: He's visibly disgusted at seeing Setsuna acting like a human, and gets shocked after realizing he's similar to one himself.
• Humanity Is Infectious: The fact that 999 can use an Emorgear indicates that he's developed emotions, despite his insistence on continuing to act like a robot.
• Yandere: A non-romantic example; 999's motivation for inciting machinery malfunction incidents is to turn Setsuna back to his 942 persona.
  Setsuna: 999... Prithee tell, has a heart, such as beats within man's breast, manifested not inside thyself? This is to say, is thine unrelenting pursuit of me... not the result of emotion overpowering you? Shall I name them? Unrest. Hatred. And, of course... longing.

• Arms Dealer: She provided enough weapons to start at least two civil wars.
• The Bus Came Back: Death Gavan breaks her out of jail in #20 and provides her with a new armor.
• Co-Dragons: She and Karasumaro become high-ranking commanders in Death Gavan and Aza Zorth's cult. They are later joined by Miya Sakaura.
• Evil Counterpart: Like Kunai, she practices the Kazanami ninja style, but uses it for evil purposes. Her Armor also contrasts that of Gavan Raiya, utilizing both Kazanami Style Ninjutsu and the abilities from her Nega Emorgear. She also serves as this by virtue of being Aza Zorth's chosen from Ζ2066.
• Faux Affably Evil: Lulugie acts polite towards Kunai and Hatsune and never raises her voice at them. That said, she killed the other members of their clan and cares only about money.

• Hoist by His Own Petard: Lulugie urges Hatsune to rush the creation of her armor, ignoring her captive's warning that rushing its development will cause it to break apart. Hatsune does as she says, resulting in her armor malfunctioning in the middle of her battle with Kunai.
• I Have Your Wife: Kidnapped Kunai's sister, Hatsune, in order to force him to bring Reiji to her.
• Knight of Cerebus: Lulugie has much more resources than your average Emorgy Criminal, forced a Gavan to serve her by kidnapping his sister, and her Nega Emorgear trades have caused turmoil on various Cosmo Layers. In her defeat, she also hints on the existence of a powerful malevolent being that's influencing her, Death Gavan, and possibly many other criminals.
• Powered Armor: Lulugie dons one, which was given to her by Death Gavan and enhanced by the captive Hatsune.
• Punny Name: As revealed in a Magazine, the official name of Lulugie's Armor is, well, Lulugie's Armor (ルルギエのアーマー), it's made a little better due to the "Armor" on it being the English Word instead of the Japanese one, although it only makes it a case of Gratuitous English.

• Actor Allusion: Goran's ability to control wind is a nod to his actor's most well known role, Iori Izumi/Kamen Rider Ibuki.
• Anti-Villain: Goran was collecting people's tears for the sake of his bedridden wife, who couldn't adapt to Earth's atmosphere and needs a water source other than Earth's water to stay hydrated.
• Bitch in Sheep's Clothing: While seemingly a nice man who wants to help people Unable to Cry to do so, he kidnaps them in order to collect their tears.
• Blow You Away: Goran has the ability to generate and control wind.
• Healthcare Motivation: Goran becomes an Emorgy Criminal by using Nega Emorgear Lonelynue to collect human tears under the guise of an acting workshop, which he needs as they're the closest thing he can get to water that his sickly wife can drink to survive.
• Human Alien: Barring their inability to adapt to Earth's atmosphere, nothing would suggest Goran and his wife Aile are aliens save for dry earth patches that appear on the sickly woman.
• Pet the Dog: Despite being a criminal, Goran's more sympathetic goal is achieved thanks to the Galactic Federation Police's kindness. While he is arrested for kidnapping people to collect their tears, AGI and Daisuke use Gavarion Dornado to collect pure water from other planets and bring it to Earth, giving his wife access to her home planet's water source so she could stay hydrated and healthy.

• Anti-Villain: Reiko has no bad intentions and only wants to reunite with her lover. Her only act of evil is possessing Kiki and indirectly summoning Emons out of sorrow after mistaking his great grandson for him and thinking he forgot her.
• Demonic Possession: She possesses Kiki's body to get a corporeal form to meet Rentaro with. It's possible she's done the same with another woman when she first met him.
• Energy Being: Exaggerated. Both planet Reioh and its inhabitants are incorporeal, meaning they must possess an object or person to interact with tangible matter.
• Heel–Face Turn: She wasn't really evil to begin with, but she ends up apologizing to Kiki for possessing her before returning to Reioh. That makes her the first Emorgy Criminal to fully redeem herself and avoid punishment, a fact that Reiji lampshades after her departure.
• Interspecies Romance: Reiko, a Reiohian, fell in love with Rentaro, a human.
• Really 700 Years Old: As Reiko looks like a woman in her 20's and hasn't visibly aged a bit between her visits in Earth, she should be anywhere between 2,000 or 3,000 years old in Earth years.
• Star-Crossed Lovers: A rather literal example: Reiko meets and falls in love with a man named Rentaro, and indicates her intention to return in a year to meet him again. Unfortunately for them, a year on her planet is a hundred years on Earth, so the man she runs into when she returns is Rentaro's great grandson Ren who strongly resembles Rentaro with said guy she started a romantic relationship with being long dead.
• Year Outside, Hour Inside: A year on Reioh is equivalent to 100 years on Earth. Poor Reiko was unaware of this before possessing Kiki, and only after finding Rentaro's great grandson running his coffee shop she realizes that he died.

• Dude, Where's My Respect?: Hellbomber feels that as an exam topnotcher that he's entitled to working at large companies due to them proving his skills. The resulting rejections cause him to take revenge by bombing their offices instead.
• Even Evil Has Standards: While Hellbomber resorted to destroying buildings simply out of spite towards the companies that refused to hire him, he issues warnings before detonating them so that the people inside could evacuate, and uses anti-matter bombs in order to absorb the falling debris from the buildings and prevent further casualties.
• Names to Run Away from Really Fast: Downplayed. Hell Bomber is a frightful name, but he's actually careful to not harm civilians when bombing buildings.
• Shadow Archetype: Hellbomber is one to PatRun. Both of them passed their difficult examinations at the top of their class, but Hellbomber could not find work at the companies he applied to in spite of his qualifications, and decides to enact revenge on them by becoming a serial bomber. PatRun, on the other hand, passed the tests to become Gavan, and could very well have put his career over doing his duty as an officer by keeping Reiji in the dark, but ultimately decides to do the right thing even if it sets him back in his quest to become Gavan. PatRun even points out to an apprehended Hellbomber that he could relate with the young man's struggles.

• A.I. Is a Crapshoot: 25 is concerned with the operation of Express Gavarion and perceives human emotions as a threat to it, so she attempts to destroy the digitized humanity until AGI stops her and convinces her to change her mind.
• Defeat Means Friendship: Sort of. Once No. 25 is apprehended and placed in police custody, Bikkuringer happily gifts their now vacant Express Gavarion unit to Reiji and the Emorgear Crime Division as thanks for saving the people of Earth Φ5791.
• Evil Counterpart: Both 25 and AGI are forms of artificial intelligence. While AGI has a human form and was made with Emorgear, giving her the ability to feel human emotions, 25 appears as a robotic control system and is wary of emotions.
• Humanity Is Infectious: AGI manages to convince 25 that human emotions can be as Gyabai as they're bad, resulting in her glitching and learning emotions. The fact that she was able to use a Nega Emorgear even before that suggests that even before that she had emotional capacity.

• Anti-Villain: Though he owns a Nega Emorgear, his only crime besides that was simply not checking the size of the present he ordered for his grandma and almost causing a great disaster. The Gavans understand that he meant no harm (Kiki even finds his mistake relatable) and let him off with a warning after dealing with the meteorite he accidentally ordered.
• Failed a Spot Check: Yowaki's big mistake was simply failing to read the fine print on a crystal he planned to give to his grandmother, failing to see that it would be between 1-10 km in size.
• Karma Houdini: While Yowaki only gets a scolding for nearly destroying Earth, the entire thing was a freak accident and he called Fade in to find a way to stop the meteor, instead of taking his grandmother and running away.
• My God, What Have I Done?: Yowaki spends the entire episode crying over accidentally dooming the world, and also worries that his grandmother would be alone if he gets arrested.
• Unwitting Instigator of Doom: What Yowaki thought was a little jewel ended up being a gigantic meteorite, something he realized only after ordering it. If not for Cosmo Gavarion ACE-GO's debut, a simple delivery would've caused significant damage on Ι5109 if not its total annihilation.

• Bad Habits: Versa infiltrates Marianne's party dressed as a nun, intending on attacking the host as payback for losing her lover.
• Red Herring: Versa is believed at first to be the Emorgy Criminal attending the costume party. While she does have a Nega Emorgear, Rui and Setsuna arrest her quickly, and it is then that Queen is revealed to be another Emorgy Criminal and the actual main antagonist of the episode.
• Well-Intentioned Extremist: Versa was only targeting Queen because she stole her lover, but ends up summoning an Emons and putting everyone attending the party at risk.

• Named After Somebody Famous: She's named after Marie Antoinette, queen consort of France and wife of King Louis XVI.
• Woman Scorned: After her lover broke her heart, Queen brainwashes the men attending her party to make the female attendants feel the same pain she did.

• Arm Cannon: She sports one in #22 as her gift from Aza Zorth, using it in combat against Kiki and Koto.
• Climax Boss: She shoots Kiki, leading to Koto replacing her as Gavan Luminous and her losing all of her memories. She's also the last Emorgy Criminal to be confronted before Death Gavan releases a horde of prisoners, which she joins, and begins his final assault.
• Co-Dragons: Following her battle with Koto, she becomes a third one for Death Gavan, alongside Karasumaro and Lulugie.
• Dude, Where's My Respect?: Like Hellbomber before her, Miya's motivation stems from her feelings of anger at society for not recognizing her work. Mikage readily cultivates these emotions to turn her into his agent for his big plan to take Gavan Luminous out of the equation.
• Evil Counterpart: Is one to Gavan Luminous by virtue of being Aza Zorth's chosen from Ι5109.
• Evil Teacher: Miya, feeling jealous at Kiki for her intelligence, manipulates another student to kidnap and almost kill her school's principal and almost shoots him when he Kiki foils his plan, resulting in her own near death when she takes the bullet for him.
• Face–Heel Turn: The fact that Koto, who was shown to be a real troublemaker in her teens, gives Miya an affectionate suffix, shows that she uses to be a kind teacher before Kiki became Gavan Luminous and sparked her jealousy.
• Final Boss: Becomes Kiki's final opponent while the other Gavans fight their own archnemeses.
• Irony: Miya mocks Kanou for his inferiority complex making him so easy to manipulate, failing to see Mikage is doing the same to her.
• From Nobody to Nightmare: Unlike Karasumaro and Lulugie, both high-profile criminals that lead criminal organizations, Miya is a low-tier criminal with little to no resources, but her jealousy and grudge alone were enough to be recognized by Mikage and Aza Zorth and become one of their highest-ranking followers alongside the two criminals above. Unlike them, she also has no armor enchantments, instead fighting Kiki almost bare-handed.

• Assist Character: Each one serves the role of Elite Mooks to the Villain of the Week.
• Mix-and-Match Critters: Some Emons in the latter half of the story use two different hands of previous Emons.

• From a Single Cell: It's implied to have transformed himself into Tama's clone body based on fangs the original Tama left behind, which become its weapons when it's reduced to a normal Emons size.
• Kaiju: As "Tama", Emons Tamashii is shown to dwarf even the Cosmo Gavarion.
• Meaningful Name: Tamashii is the Japanese word for Soul, and has the name of Densu's pet in it. In other words, this Emons is Tama's soul.
• One-Winged Angel: Inverted. Emons Tamashii first mimics the dragon-like Tama, and the Galactic Federation Police have to form Cosmo Gavarion 10Q to take it down. It then gets reduced into a normal Emons that Kiki easily destroys with a single shot from Gavarion Laser.
• Replacement Goldfish: It's a clone of Tama, created from Densu's negative emotions that were born from its death, and Densu is so grief-stricken that he mistakes it for the real Tama.
• Spotting the Thread: Kiki's glasses are able to scan out that aside from its fangs, the rest of "Tama" is merely a construct created from the Emons. Indeed, Tamashii's real body is simply an Emons using Tama's fangs as Blade Below the Shoulder.

• Gravity Master: The one in #17 had the ability to increase objects and people's gravity and pull the to the ground. This extends even to shots fired from the Gavarion Trigger.
• Me's a Crowd: The one in #9 was able to clone itself whenever it's shot, thanks to a Nega Emorgear releasing a negative Emorgy wave nearby. Because of this, Reiji, Kiki and Koto had to seal all of them behind an opened Makuu Space Portal.
• Palette Swap: Emons Grapple's eye and fists are red by default, but two individuals that Shinji previously summoned have them in blue and green instead.
• Red Boxing Gloves: Emons Grapple wears a pair on its hands.

• Almighty Idiot: Aza Zorth is the Evil Counterpart of the Higher Dimension. While it grants its worshippers immense power, it's revealed to have no direct motives of its own, with Mikage ultimately revealing himself to be the brains of the whole operation.
• Create Your Own Hero: Though the circumstances behind Reiji getting Yamimakuru are unknown, Aza Zorth is the power's source, and indirectly gave Reiji the ability to stop crime around the entire multiverse.
• The Dreaded: Just its name being mentioned makes the Gavans realize that they'll soon have to join forces and go on a journey much bigger than their usual cases.
• Eldritch Abomination: If Supreme Chancellor's words are to be believed, then it is an otherwordly force of destruction. Its name is even a pun of Azathoth. His worries are confirmed in #20, which shows that Aza Zorth is a cloud of darkness that spews energy tentacles.
• Evil Counterpart: Aza Zorth is one to the Higher Dimension, both of them being distant forces that power the heroes and villains of the story. Whereas the Higher Dimension selects Gavans to fight evil, Aza Zorth is the subject of worship of its own cult of criminals.
• Greater-Scope Villain: Aza Zorth is the source of the negative Emorgy used by the villain of the show, but Death Gavan is the one spreading it around the multiverse. Aza Zorth only makes its appearance in the 20th episode, and is ultimately more of a living power source of hatred that his followers use for their own ends than a villain with its own agenda.

• Chekhov's Gun: After she first meets Reiji she requests him to surrender a blood sample, which he does reluctantly due to being Afraid of Needles. She later develops a device that isolated the Dimensional Traveler elements of Reiji's "Yami Makkuru" to let the other Gavans cross dimensions on their own, and which she later uses on Daisuke to let him do likewise.
• Forced into Evil: While held hostage in Lulugie's lair, Hatsune was forced to develop the crime boss' Powered Armor and construct traps for her space fortress.
• I Warned You: When Lulugie tells Hatsune to rush the development of her powered armor, she warns Lulugie that doing so will cause it to break apart. Lulugie ignores this, and during her fight against Raiya with the armor on, the armor malfunctions. Hatsune has no problems rubbing it in Lulugie's face after she's rescued, moments before Raiya forces Lulugie out of the armor himself.
• Last of Her Kind: Hatsune and her brother Kunai are the last two living members of the Kazanami ninja clan.
• Wrench Wench: Hatsune is an expert with technology, to the point where she designed the Clockwork Fortress's defenses and improved Lulugie's Powered Armor.

• Identical Stranger: As stated in Rui's folder, she and Seoritsu look similar to each other. The reason for that is unknown.
• Posthumous Character: It's implied that Setsuna met Seoritsu long ago and outlived her.

• Affably Evil: Unlike Miya, he has respect for Kiki's intelligence and gracefully admits defeat when she neutralizes his bomb in a seconds.
• The Dragon: Miya recruited him to stage a hostage situation in order to lure Kiki and Koto to their school.
• Overshadowed by Awesome: Kano is the incumbent student council president of his school and is talented enough to program a bomb detonation app that would stump less careful users, but he also reveals that he failed the Gavan qualification exams and is left marveling when Kiki effortlessly stymies his app.
• Unwitting Pawn: Kano's feelings of inadequacy are exploited by Miya to have him stage a hostage situation at his school in a bid to lure out Kiki and neutralize her as Gavan Luminous.
• You Have Outlived Your Usefulness: After Kiki deactivates his bomb, Miya tries to shoot him, and he survive only because Kiki takes the bullet for him.
