Motivation
Fix #11277
Our
CHANGELOG.mdis too long and hard to edit in IDEs. Similar to other long-lived projects, let's split it by major version.The Docusaurus website changelog plugin (generating our website
/changelogpage) has also been adjusted to take into account multiple changelog filesTest Plan
