Add Node.js 24 runtime support to Azure DevOps tasks.#1907

Upgrades TypeScript compiler options to ESNext for improved language features. Removes `.eslintrc.json` to streamline the project's linting setup.
Update Azure DevOps task definitions to include Node.js 24 as a supported execution runtime.
