Revert NGC 26.06 wheel lanes; release v0.1.40 on the proven matrix.

The torch 2.13 / NGC 26.06 rows and the pybind11 CMake-discovery tweak
regressed previously-passing lanes, so restore the known-good build
matrix (tops out at cu132torch2.12 / NGC 26.04). Downstream 26.06
containers can install the cu132torch2.12 wheel.

Bump version to 0.1.39.

Align pyproject.toml with the v0.1.39 release tag after the NGC 26.06
pybind11 wheel-build fix.

Add NGC 26.06 GPU wheels and release v0.1.38.

Publish cu133torch2.13 py3.12 wheels for NGC 26.06-py3 so downstream
containers (e.g. latent-dev) can install a matching tmol build.
