Support Databricks Lakebase connections #935

Databricks recently introduced Lakebase, a serverless Postgres database. Connections to Lakebase instances can be made using the odbc::odbc() function with an available Postgres ODBC driver, but it would be nice to have a dedicated odbc::lakebase() function similar to odbc::databricks(). This function would simplify the connection and authentication process for making these database connections.
