The GitHub workflows use php/php-windows-builder for building / testing on Windows now. This GitHub action is maintained by the PHP internals team and the recommended standard tool for this purpose. In addition, the release pipeline now automatically publishes zip-files with prebuilt Windows DLLs as release artifacts. These artifacts are required by PIE (PHP Installer for Extensions) to function properly for Windows users.
