0.18.1 was on off-master release (bumped from 0.18.0), due to packages on PyPI being removed.
A bad merge in the release resulted in the upper bounds on the PyPI being removed.
I created 0.18.2 at the urging of @geigerj and @bjwatson with this commit being the only change, but the build started breaking / skipping more tests than expected, so I canceled it before it could upload to PyPI.
