In this PR: - Add a composite action to execute library generation shell script. - Separate repo specific logic, e.g., installing modules, building images, etc., in the generation shell script. An example workflow in google-cloud-java: #11117

Include the name of the tread that is executing a statement in the traces that are generated, so it is easier to debug concurrency issues. Sometimes, it is not clear whether a statement is being executed by a background worker thread or the main thread.

Tested locally. The CI build will keep failing until proto- and grpc- artifacts become accessible from maven repositories.
