This will be used to process ReadRowsResponse chunks into logical rows. This has been moved out of gax-java since there is currently no need for it outside of bigtable, see these PRs for previous discussions: googleapis/gax-java#440 googleapis/gax-java#454

This has already been reviewed in gax. Only thing that changed was the package names. If you are ok with package naming (gaxx), please merge
NOTE: This PR jumps ahead the bigtable client patchseries since it doesn't have any dependencies on the outstanding PRs. PRs 05, 06 & 07 all depend on #2861 being merged
