setup.py: try and make numpy a dependency, version bump to 0.4.14.

pypi both legacy and new are totally confusing and you no longer can
re-upload files when they have an error in them, probably good for
security, but not great when you goof and have to version bump a few
times because you aren't using test pypi properly.
