Deploy-only optimization on top of apernet#1611: overrides the core random per-process key with sha256(tls.key) so the reset key survives hysteria restarts (our long-lived nodes). No-ops under ACME. Not for upstream -- key-separation coupling is why the PR keeps the random default.
