loadChildren resolution now uses the same resolution as imports (using the TypeScript language service).

This should fix our nightly e2e tests. The theory is that nightly changed the version of TypeScript and TS itself changed the way it resolves modules. We don't know for sure but Angular Core itself didn't change its logic WRT this issue.

loadChildren resolution now uses the same resolution as imports (using
the TypeScript language service).

Not sure if it's related but the CLI's webpack module resolution was changed via this PR: #2291
