The verifier defaults to ADVANCED_MODEL (gemini-3.5-flash); during a gemini quota outage that silently breaks search verification for every agent regardless of top-level model. The verifier is a judgment call, not a grounding call — any capable model works. WS_VERIFIER_MODEL lets operations point it at an available tier without code changes. Ops lever for provider-quota outages: the leakage verifier (default gemini-3.5-flash) becomes env-switchable — it judges text for post-cutoff leakage and needs no Google grounding, so any capable tier works. Verified on all three TSX agent configs.
