When changes are made to only the readme or tests or whatever the build shouldn't run to publish the module, this can lead to a failed build. This could be done by filtering on the name of the folder in the yaml with using the "path" trigger option. It would require this to be replaced too when creating the module.
I wanted to discuss this first before suggesting a PR as I might overlook something here.
