I was seeing process ids with 6 digits in RS3 and the default output wasn't wide enough.
In fixing, I also noticed that the view for ps -IncludeUserName could use a wider column for the user name.

I also moved all the formatting code higher up in the tree, it never felt like it belonged where it was.
