Cross-gen more binaries to improve startup time#3787

1998 ms to 1067 ms. Size went from 103 MB to 133 MB. Seems like a good tradeoff.

Cross-gen the top assemblies with JIT times > 5ms. Startup went from 1998 ms to 1067 ms. Size went from 103 MB to 133 MB. Seems like a good tradeoff.
