.NET 7 Preview 7 builds suggest to use ?. at about 100 places in the PowerShell code base. This PR suppresses the warning to unblock us from taking the .NET 7 Preview 7 build.

Filed issue #17769 to track the work needed. The change should be undone once the issues are fixed.
