Re: #6782

Create an Echo controller in WebListener to use for tests that can't be doine any other way than by inspecting the entire raw HTTP Request.

For example, There is no way in ASP.NET to check if the filed names and filename values in mutlipart/form-data requests are quoted or bare. The only way to test for it would be to inspect the raw HTTP request and then grep for the quoted items.
