Platform specific behavior for Split-Path #2301

Description

Issue body actions

Steps to reproduce

Split-Path -Path "\\server1\Share"

Expected behavior

On Windows, it returns $null by design as discussed in #2202

Actual behavior

On macOS and Linux it returns //server1.

Note: we already have platform-specifc behavior for Split-Path, because it normalizes slashes differently, so it could be ok.
