Currently it is possible to install 7.3.1 under Windows 7.
But then on launch of it, it crashes.
Further reading told me that 7.3.0 and higher doesn't run on Windows 7 anymore.
Thus it would be better, that the installer already tells us so and doesn't allow the installation at all.
Make the windows installer check the current Windows OS and deny installation in case the OS is Windows 7 (or any other not anymore supported Windows OS.
