Description
We need our E2E tests to become more reliable and this take us a step further.
This test also removes a pfx file from a template addressing a false positive from static scanners.
Beyond that
test/EndToEnd/tests/A-TopDownloadedPackages.ps1 are all disabled so no point keeping it.
