urlencode email addresses when loading customer from cyclops

Added some settings to quickly and easily enable/disable error logging and the cyclops api integration

always fires callback when stale are pushed

logs any exceptions returned by cyclops using php's error_log

Call onCustomerDeleted callback anyway when deleteCustomer throws CustomerNotFoundException

OnCustomerDeleted and OnCustomerCreated functions

Adding error handlers for all cyclops api calls
