What does this PR do?:

Updates CI infrastructure for two external dependency changes:

  • Update JDK 25 download URLs from EA to GA (25.0.2)
  • Disable Zing CI tests after Azul pulled public CDN access

Motivation:

JDK 25 GA was released, replacing the EA builds. Azul removed public CDN access for Zing, breaking CI downloads.

Additional Notes:

Cherry-picked from jb/thread_fixes branch to unblock CI independently.

How to test the change?:

CI workflows should pass without Zing download failures and use JDK 25 GA URLs.
