Today our Paqarina model generated Tinku. Not recombined. Generated. No frame of it was danced by a person. Paqarina has been training on 1.5 hours of Andean dance captured in Cochabamba: Tinku, Kullawada, breaking. 88 takes, fifteen bodies. Until today the system could rearrange captured movement convincingly, which is retrieval, not synthesis. Today the full chain ran end to end: a diffusion model sampled a latent trajectory from noise, a decoder turned it into a body, a separate model produced the travel across the floor, and it landed on a dancer’s rig. It reads as Tinku. The arm carriage, the elbow, the step. The measurements agree with the eye for once: arm lateral +0.277 against +0.385 in the archive, elbow 145° against 128°. What breaks it is the sliding. The feet move three times faster than a real dancer’s and never slow down.

Two projects in our Democracy X AI cohort are asking the same important question from different continents: what happens when citizens can actually see inside the systems that govern them? PublicAlgo turns Europe's algorithmic-transparency rules into something usable, pairing a self-hostable registry with a FOI request engine and document-analysis tooling that compiles government AI systems into searchable, cross-border profiles. FOIA+ Fundación Civio takes the same challenge to the individual level. Grounded in over a decade of defending the right to information, it's a RAG-based assistant that turns a plain question into a proper transparency request, judges whether a refusal is lawful, and drafts the appeal when it isn't.
