The ECA makes its documents available to the public as part of its policy on transparency and public access to documents. It holds a comprehensive collection of audit and EU budget-related publications. The ECA Library is open to staff of the other European Institutions and researchers.
Right of access to documents
Access to ECA documents by the public is governed by ECA Decision No 14/2009.
Applications for access to a document must be made in writing or by email, and should include a clear identification of the document(s) in question. Please use the Contact Form below.
Library collection
The ECA’s Library collection features a wide range of publications, on audit, accounting, EU law and the EU policy areas audited by the ECA. It comprises more than 10 000 books and 100 newspaper subscriptions, mainly in English, French and German. The entire book collection can be searched online through the online public access catalogue (Web-OPAC).

Archives – EU Historical Archives in Florence
The ECA's archives contain all of its work files (reports and opinions) since 1977. The documents covering the 1977-1991 period have been transferred to Historical Archives of the European Union in Florence, Italy. Digitised copies of these archives are held by the ECA Archives in Luxembourg, and can be consulted by external users under the terms of the regulation.
