This task is about reverting (see task summary). That specific request has been declined for the time being, so declined correctly reflect the status of this task.
Once there has been sufficient feedback, there can/should be a task to evaluate that feedback, but that's not what this task seems to be about.

Because then bot commiting changes from translatewiki.net will get refused from uploading a patch to gerrit. I hope we can reach a better agreement.

As there is no agreement on disabling the repository on translatewiki.net, it was removed and is not mentioned in the actions to take on the wikipage.

Thanks for providing these numbers (and seeing the problems of medians that I didn't think about)!
Most important is that the numbers gathered today (Tue 22) and Thu 24 are comparable.

This is intentional as it's extremely hard to fix, as described in https://www.mediawiki.org/wiki/Phabricator/versus_Bugzilla#Redirected_URLs_after_Bugzilla_migration

Has this been discussed with the Russian translators on https://translatewiki.net and do they agree that GENDER is required here (instead of e.g. changes to the translation)?

This task has had "Unbreak now" priority for two weeks without any updates.
Patch merged - anything left to do here or can the task status be changed to "resolved"?
