Warner CreekMany New York City Water Supply reservoirs and lands are open to the public for low-impact recreational activities when compatible with water supply protection.

In order to responsibly provide recreation access to City property , DEP issues a comprehensive permit — The Access Permit — that allows for fishing and hiking on certain designated areas in the watershed. Access Permit holders may also obtain a DEP Hunt Tag for deer hunting and a DEP Boat Tag for keeping a rowboat at one of the reservoirs for fishing.

Entry by Permit onlyBelow is an application for an Access Permit. Please complete and mail it to: NYC DEP Land Management - Access Permits, 71 Smith Avenue, Kingston, NY 12401. Once a completed application is received and accepted by DEP, an Access Permit will be issued and mailed to the permit holder. This typically takes about two weeks, so please plan accordingly.

If you have questions about permits or tags, please refer to Access Permit Frequently Asked Questions, or e-mail DEP Land Management - Access Permits at recreation@dep.nyc.gov or call 1-800-575-LAND (5263). Applications for use of City water supply lands are also available at watershed Town Halls, watershed tackle/sports shops, DEP Land Management Offices in the watershed, and DEP Offices in Queens and Manhattan. Please encourage your friends and relatives who have not picked up an application to do so and apply for their Access Permits.

Baoting on Water Supply ReservoirsFishing and Fishing by Boat

Boating for the purposes of fishing is allowed on NYC reservoirs to those with the appropriate DEP permits. Anglers must store their fishing boats at designated storage areas. All boats must be approved and registered with DEP. Some of the over 240 boat storage areas may at times be closed to the placement of new boats due to overcrowding and maintenance needs; several are currently closed. People who want to register a new boat must first obtain a valid Access Permit and then call the Land Management Office near the reservoir of interest to make a steam cleaning and registration appointment. There is no cost for this service, which must be performed by DEP.

Hunting on Water Supply Lands

Hunting on Water Supply LandsDEP allows deer hunting under the Access Permit system on designated City water supply lands. DEP Hunt Tags are issued annually to valid DEP Access Permit holders who apply or who hunted in the previous season and completed and submitted the prior year’s hunting survey by the due date. DEP Access Permit holders who wish to apply for the current season’s DEP Hunt Tag may do so starting in late summer of each year by mailing a completed DEP Hunting Tag application or sending an e-mail request including their Access Permit number to the DEP Land Management - Access Permits. Hunters must also possess a valid New York State hunting license for deer.

2006-20076 Season Pilot Program:
A pilot hunting program for small game, turkey and bear hunting will begin at selected DEP hunting areas in each of the watershed counties on September 1, 2006, with the opening of squirrel season, and will end May 31, 2007 at the end of spring turkey season. The pilot program will be evaluated throughout the year for its effect on the water supply and local communities, and for hunter compliance with rules and regulations. Sites for the pilot program are currently being selected and will be posted on this website along with further information.

NOTE: Hunters who submitted hunting surveys in 2005 will automatically receive 2006-2007 Deer Hunt Tags, provided their Access Permits remain valid. 2006-2007 Deer Hunt Tags will be mailed to these hunters in late summer. The following list includes the Access Permit numbers of hunters who completed and returned a 2005 survey by the due date and do not need to apply for a 2005 Deer Hunt Tag:

Hiking on Water Supply Lands

Hiking on Water Supply LandsHiking is not allowed at or around any of the New York City reservoirs, but a number of other City properties throughout the watershed are open for hiking. People must have a valid Access Permit in order to enter these areas and they must agree to abide by the following permit conditions.
