The
Community Right-to-Know Program
Tier II Filing
Introduction:
The Community Right-to-Know (RTK) program is pleased to announce the
implementation of a web-based reporting system for facilities. Called
the Tier II Filing System, this system will allow facilities to electronically
report their annual Facility Inventory Forms (FIF). The RTK Program will
begin the FIF Online submission program for the 2005 FIF reporting year.
The registration process will require each facility to obtain a unique
username and password specific to their facility, after which each facility
will be able to access their
Tier II/NYC Facility Inventory Form (FIF) information that has been transferred
into the Tier II Filing System. Please note that only the owner, operator,
manager or corporate officer is authorized to file online. In the 2005
filing year, any facility can still file a hardcopy.
For those filing for multiple facilities, you can apply to have one username
and password to access these facilities. For more information, please
call (718) 595-4659 between 9 A.M. and 5 P.M.
Why Should I File Online?
- Easier filing process – system is user friendly with easy to follow
steps.
- Drop down boxes provide easy reference.
- No need to re-type redundant information each year.
- Each facility, which filed previously, will be able to view, edit and print out their FIF.
- You can avoid the hard copy filing package request fee ($20.00.)
- If you filed during the preceding year, you will only need to
update your records.
- MSDS: Ability to search the Online MSDS Library and attach for each chemical
(if available online) or you can attach an electronic version of a MSDS.
- The system will automatically calculate the fee and generate a fee invoice
for you.
- Supplemental files like site plan can be attached.
- Data is saved after completion of each page and can be printed as hard copy.
- Managers for multiple facilities can use the same username and password.
- References, resources and reporting guidance documents are available as part of the facility submission module.
Accessing Your Data
You must first register online at the Tier
II Filing System by
selecting a username and completing basic facility information, such
as address and phone number. To register online you must be an owner,
operator, manager or corporate officer, in accordance with The Administrative
Code of the City of New York Section 24, Chapter 7.
You will receive a Password Certification letter in the mail in approximately
3 – 5 business days. You must sign the certification letter and return
it to DEP. Once DEP receives the letter you will receive an e-mail indicating
your password is active. If you are an existing facility, you may now
be able to access your previously reported data. If you are a new facility,
you can now input your new data.
