Seeing as The Fire Rises spent over five years in development before it released, is still being updated, and relies on being Ripped from the Headlines, it isn't surprising that there has been a ton of content that was changed or removed over the years.


    United States 
  • Originally, the lineup for the Second American Civil War factions that were to have content for first release was much different, with the Association of the Freed (a collection of anarchists in Vermont that can adhere to anarcho-communism, or more right-libertarian forms of anarchism like anarcho-capitalism) as another unifier that was actually teased significantly in the lead-up to release. The Texan Red Guards were also thrown around as a possible unifier as well. There were also various secessionist factions that were planned to get full content as well such as the Black Liberation Army, the League of the South (of which still have code remaining in the game files), and Cascadia. At the very least, the Association of the Freed and the various secessionists mentioned here are planning to get content in the future through.
  • The leader for the American People's Liberation Army's Jacobin faction was originally planned to be Aviva Chomsky, rather than Caleb Maupin.
  • Originally, the Progressives in the Union of America would have renamed the country to the American Federal Republic after reunification, which has since been removed due to not making much sensenote . The name was reused as the name for a Cognoscenti failstate, where the United States balkanizes itself into different states to prevent the horrors of the shadow Deep State from happening again.
  • One of the few elements planned by Czar that wasn't overtly negatively received within the development team was the inclusion of the Blood Tribe (an actual Neo-Nazi movement founded in 2021) as a path for the National Socialist Movement. The developers have hinted that Blood Tribe path will appear in a planned NSM rework in the future.
  • Originally Matthew Heimbach was the leader of the NSM before being replaced with Burt Colucci. He and the Strasserite Traditionalist Workers party are however slated to become a major faction for the NSM rework.
  • The earliest teasers of the civil war had several contentless factions that were cut from more future teasers, those being the Pacific Patriots Network, the Texan Light Foot Militia, the Michigan Militia, the Florida State Militia, and the State of Vermont. The American Iron Front was also originally the Satanic Temple, before they were changed.

    Russia 
  • Yevgeny Prigozhin's coup was originally supposed to have full content rather than be doomed to fail no matter what. The reason that his path did not make the final cut was because it was conceived too quickly, purely made to capitalize on Prigozhin's actual attempted coup in 2023, and there was no time to fully implement the content before release. Some developers have expressed interest in revisiting the Wagner coup in the future through, with it eventually getting implemented into the game with the April Fools update, and following said update, can be enabled as part of "normal" gameplay without the April Fools content via a game rule.
  • The National Bolsheviks were intended to be another post-Russian defeat path according to developer statements on Discord. Aspects of their ideology did make it into Dugin's route should he commit to left Eurasianism through over ultranationalist Eurasianism or democratic Eurasianism, and the 1.0.6 content teaser does hint that a Nazbol route is being worked on for the future.
  • Dugin himself was originally slated to be a post-release path, but his route managed to be incorporated into the game in time for release.
  • There were two planned paths for 1.0.8 that were not implemented in time due to a combination of both not being ready, and the release being plagued with game breaking bugs (to the point where one of the developers have to apologize for the rushed release), though both paths are planned for a later update.
    • The National Liberation Movement (NOD), a far-right, ultranationalist-Putinist movement was planned to be released as part of the 1.0.8 update as a possible route for Russia in the United Russia route, and as noted in leftover debug code, would attempt to totally destroy Europe should they win the Second European War (the borders of what's left of Europe after their victory being based on the infamous decolonization map posted in pro-Russian telegram channels; the idea being that the NOD would be the Russian version of Fehlinger).
    • Georgy Filimonov was slated to get a path where he could attempt to synthesize Putinism with either the political ideals of Russia's far-left or far-right.

    Others 
  • Some of the earliest teasers posted on Reddit showed the game having a GUI style closer to regular Hearts of Iron IV, including unedited buttons and background elements.
  • Kim Jong Un was originally supposed to die from COVID, leading to a three way civil war in North Korea. The country's national spirits do still refer to this concept.
  • The original version of the Iraqi Civil War was far different than the one in the final product, involving both remnants of ISIS and a fanatical death cult led by Ahmad al-Hassan, a man claiming to be the Al-Yamani (identified as national socialist in-game). In the final product, the ISIS remnants were removed from the game entirely, and Ahmad al-Hassan's role as the most radical unifier for Iraq (ideology-wise) was replaced by Ba'ath party remnants under Izzat Ibrahim al-Douri, whom lives slightly longer than OTL.
  • Before being removed from the mod due to associating with an extremely toxic previous lead developer, the Middle Eastern development team was planning content for Turkey that would allow it to leave NATO before the First European War, as well as the ability for Israel to create puppet states named after ancient long-dead civilizations and sociocultural groups (i.e. Assyrians) upon their victory in the Final Arab-Israeli war. Allegedly, there were even plans to seriously implement the Second Coming of Christ. These changes were (to put it charitably) frowned upon by the rest of the development team due to the perceived low quality of the content (particularly the Turkish focus tree), the content not aligning with their vision for the Middle East, and the existing geopolitical tensions and wars already present in the mod, coming off as extremely preachy, and outright breaking Willing Suspension of Disbelief (particularly the entire premise of implementing the Second Coming). Needless to say, the lore got scrapped following the removal of Czar (the aforementioned toxic previous lead developer) and the Middle Eastern development team.note 
  • Sub-Saharan Africa was supposed to have a massive socioecological collapse known as the Sahel devastation. This superevent was in the game and triggered if the nations did not complete a Timed Mission fast enough, before it was removed.
  • In a case of What Could Have Not Been, the Gaddafist Libya restoration path was on the chopping block due to other developers' indifference or downright dislike towards it. After Czar was removed, the decision was made to keep it, but limit how often it will occur by having Gaddafi be only one option out of many that can come to power in the Tobruk government with the "Brussels Effect" mini update.
