Why do we have Celestial Dragons? Since the doctor's broadcast I've been thinking and thinking and I can't find any logical, economical reason for their social caste to exist. For the debates there are about royals and nobles and if they have too much power, monarchy is a coherent system of rule; they all provide roles or mechanics that make society function. The Celestial Dragons... they don't do that! The Heavenly Tribute doesn't go to the upkeep of the Navy or social programs or war funds, it goes into their personal pocketbooks and they don't give any of it back. They can divert the most powerful Navy assets whenever they have a whim no matter what they're doing at the time, over complete trivialities like getting cut off at a street corner. They're completely immune to prosecution and I could write a book on the destruction and chaos that's caused, and of course on a moral level they're appalling but my question is an economic one. The Celestial Dragons don't provide anything to the government that supports them. They don't rule, they don't bring in resources or help manage them, they don't do anything. They're millstones. They're money sucking pits. It makes NO SENSE for the government to keep them around on a practical level, and it would be a net positive to get rid of them. So why? Why DID our ancestors put the 'Ascension' into the World Government's charter? Why have they not been removed in eight hundred years? Why have they never been faced with the challenge of being removed until this day? It doesn't make any logistical sense! It doesn't make moral sense, but even MORE than that is completely impractical and downright insane – why? Why? This feels very important.
