Download email attachments from Mail on iCloud.com
An email that contains an attachment has a paper clip icon 
to the right of the sender’s name in the email list.
If you receive an email with an attachment (a file), you can open the file after downloading it to your computer.
Go to icloud.com/mail, then sign in to your Apple Account (if necessary).
Open an email that contains an attachment.
Select the file or image you want to download to your device. The files are downloaded to the location specified in your web browser’s settings.

If you cannot open an attachment, it may have been created using an app you do not have on your iPad. Ask the sender to re-send the file in a format compatible with an app you have.
