Is this a bug with the Comment UI Experiment?

The comment, to me, looks like it was created by a user that has since deleted their account (or had it deleted). It's not a recent deletion either, as they were deleted in Jan 2025 as well. What you need to do is edit your question with all the relevant information, @user7215 . Many of th regular meta users don't have experiments on because they break so much functionality.
