Proposed changes

Changed the boundary comparison operators from <= to <:

Fixed Logic:

const vertInView = (rect.top < windowHeight) && ((rect.top + rect.height) > 0)
const horInView = (rect.left < windowWidth) && ((rect.left + rect.width) > 0)
