Dear experts,

does WCAG require, at Level A or AA, that at least one visual and semantic heading is present on a webpage?
I found no concrete statement for this topic in the understanding documents. Success Criterion 2.4.10 Section Headings is at Level AAA and describes, that all sections of content need a descriptive heading.
But how to deal with pages, that contain no visual or semantic headings...can they pass Level A and AA?
It would be very helpful if you could tell me where to find hints to this topic in WCAG 2.1/2.2.
