Description

This PR adds documentation on how to deploy Vite on Railway (From Twitter)

Railway will use Railpack, which has automated detection/deployment logic for Vite apps. As a result, the steps are pretty suscinct

(Let me know if other changes are needed!)

Can you add new section in accordance with the NOTE here?
