This release contains corrections and clarifications from experience gained in the current set of projects that are implementing ValueFlows.

Changed quantity references from QUDT to OM, a number of other changes mostly driven mostly by current project needs and new reviews. Started as a v.3.1 release, but it was decided it was enough to go a . number.

Contains most of the planned scope of VF, and is planned to be held stable for the current and coming round of projects, unless a change is needed for those projects. Next round of enhancements is expected to come from the experience of those projects. In the meantime, work can also continue to refine some of the features, as the VF team desires.
