While hopefully TS+ will be adopted by a good number of libraries (unlikely especially at the early stage) we can't assume 100% adoption, we need some form of external definitions that could be independently wrote for packages, something of the sort of DTS.

Ideas:

• an org @tsplus-types to hold definitions
• a json based definition

Ideally, if such json spec exists we could also "compile to json spec" instead of polluting the .d.ts with jsdoc comments
