re JVM version, I think they now require 11 for both server and scanners, so we should be ok to switch actually

Just need to bump the version in CI https://github.com/sonar-scala/sonar-scala/blob/master/.github/workflows/test.yml#L12 and https://github.com/sonar-scala/sonar-scala/blob/master/.github/workflows/release.yml#L14.
