We usually wait to be closer to the release to merge such PRs but cleaning this will greatly ease working on enhancements of MiniBatchDictionaryLearning, such as #25356
some of the deprecations that where marked for 1.3 are actually for 1.4 due to a change of the target version for the deprecation of n_iter that was done in previous release. I modified their target version
