Empty struct with braces tracking issue (RFC 218) #24266

Summary
When a struct type
Shas no fields (a so-called "empty struct"), allow it to be defined via eitherstruct S;orstruct S {}. When defined viastruct S;, allow instances of it to be constructed and pattern-matched via eitherSorS {}. When defined viastruct S {}, require instances to be constructed and pattern-matched solely viaS {}.
