The latest ruby cannot compile with FreeBSD Dtrace enabled.
Disable it until the cause is known for the next version 3.0.0 release.

This commit was perhaps too hasty. DTrace works with Ruby on the latest FreeBSD, but DTrace is disabled unnecessarily because of this commit. (If something doesn't work on a certain OS then perhaps a better approach is to allow that OS to work around the issue.) This commit should be reverted.

The necessary followup work (as suggested in #4005) does not seem to have been done, leaving DTrace support broken for multiple major releases of Ruby and FreeBSD.
