Updates the build dpendencies to newer versions, sets the new minimum Python requirement to 3.9 and adds official support for Python 3.14. Also pins the build requirements to a specific Cython version to support deterministic builds. Signed-off-by: Jordan Borean <jborean93@gmail.com>
