When we switched to the GitHub Actions Toolkit bindings, the build plan stopped ignoring optional tools (like purty) and instead fetched all tools. This PR restores the previous behavior, which fixes some downstream CI failures I noticed (for example, https://github.com/purescript-contrib/purescript-nullable/runs/1204072220).
