Update TOX_CONSTRAINTS_FILE for stable/2023.1
Update the URL to the upper-constraints file to point to the redirect rule on releases.openstack.org so that anyone working on this branch will switch to the correct upper-constraints list automatically when the requirements repository branches. Until the requirements repository has as stable/2023.1 branch, tests will continue to use the upper-constraints list on master. Change-Id: Ibdef4c93fe5fcab930d8b5e15ece8664a1169895

The POST request for triggering reprocessing needs to be made to ``/v2/task/reprocesses``. This is the same as for other requests, so we can drop ``url_for_post``. Change-Id: If630d4f313c875733dbe1937ff7ca625821e04af (cherry picked from commit 6ee36ef)
