This one concerns me a little, I don't think that this has been flaky in the past and it's only now just starting to fail on occasional runs, that flakiness itself should be a canary telling us that something might be wrong in core. I don't have good data on this but I think this might have started showing up along with the libuv 1.7.3 upgrade. |

In general, all this flakiness is concerning and could indicate a bug in core. |
