I was looking into the java-sdk server implementations for HTTP but from what I understand there's only mcp-spring implementations available.

Would it be possible to implement a MCP Server in Java running inside Tomcat without Spring, just standard servlets?

Yes! This is possible today. See this sample: https://github.com/jamesward/hello-kotlin-mcp-server

It's in Kotlin but could easily be converted to Java.
