dialog:merge should verify and expand kinds in $policies #1125
Description
$policies is going to include elements like:
{ type: requiresAction, kinds: ["Microsoft.Ask"] }
During dialog:merge we need to validate that the kinds exist and also expand the list to include any extensions to support customizability.
